Why can I no longer access the Felony Offender Reporting System (FORS) through JIS?

As of August 2008, the Department of Corrections (DOC) is directing access to the Felony Offender Reporting System (FORS) (also known as the Offender Based Tracking System (OBTS)) through the Offender Management Network Information (OMNI) web-based system.


The OMNI (FORS) system resides within the State Government Network (SGN).  If you do not have a SecureAccess Washington (SAW) account, you must request one from the DOC to access OMNI (FORS).


To Request a SAW Account ID:
Please e-mail the following information to saw@doc1.wa.gov:

  1. First Name
  2. Last Name
  3. Phone Number
  4. Office Location


Please Note:
SecureAccess Washington assigns users an account ID, however, this does not provide instant access to the OMNI (FORS) system.  Users receive an e-mail confirmation that guides them through the setup of the OMNI (FORS) account.  When completed, OMNI (FORS) becomes accessible.
