During the juvenile court detention conversion process, a rule will be applied to maximize successful conversion of detention episodes.

During the detention conversion process, a rule will be used to enforce logic that will:

  1. Check for the existence of an allegation on the episode, and if a valid episode exists, it will be used by the conversion process and become the JCS detention reason; or
  2. If there is no allegation on the episode, then the conversion process will check for the existence of a valid referral number (RO) and if one exists, it will be used by the conversion process and become the JCS detention reason. 

This rule will accommodate two different practices in juvenile departments in order to maximize the detention episode conversion rate for all juvenile departments, whether they:

  • Link the episode only to an allegation, or
  • Link the episode only to a referral.
