Do I have to enter a Domestic Violence related order in JIS just to indicate that it was denied?

Yes. Domestic Violence related protection type orders are required to be entered into the Judicial Information System (JIS) so that there is a statewide record of the order and the participants' relationships to each other. See RCW 26.50.070: Ex parte temporary order for protection.
