How is the accounting set up in JIS for School Bus Safety Camera Violations?
Several options exist for courts to implement the JIS accounting for these types of tickets. Before proceeding with any of the following options, the court administration costs, and law enforcement costs will have to be determined. (For more information, please see eService Answer - School Bus Safety Camera Violations.) Also, courts should consult with their local city attorney or county prosecutor as to which option to proceed with:
Option 1 - Aggregated revenue for all school bus camera violation cases with detailed fees
- Determine a court administrative cost and a law enforcement cost per ticket.
- Determine a unique Jurisdiction Code for each school that tickets will be issued.
- If a new Jurisdiction Code needs to be created, use the "Ask a Question" Topic, and ask that a new code be created. You will need to provide the name, address and phone number of the jurisdiction (can be same as the court's information).
- File the cases in JIS using the unique Jurisdiction Code.
- The Create Accounts Receivable (CAR) Screen will remain as created with full amount to RCW which is 100% local.
- For each remittance period (monthly, weekly, etc.), determine the following:
- From the Remittance Summary Report, calculate the total revenue received for School Bus Camera violations for that jurisdiction; and
- From the Jurisdiction Billing Report, calculate the total number of School Bus Camera tickets filed for that jurisdiction.
Calculate revenue distribution as follows: The total revenue brought in for the specific BARS code and Jurisdiction Code minus the number of cases filed times the court administrative and law enforcement costs, equals the money distributed to the school district. The remainder is retained locally.Example: BARS Code 354.00.03 for Jurisdiction Code ABC brought in $20,000 during the monthly remittance period. The contract with the school district determined the court administrative costs and the law enforcement costs would be $12 each per ticket for a total of $24. Therefore, the revenue of $20,000 minus $2,400 (100 tickets multiplied by $24 costs) would equal $17,600 being distributed to the school district.
Option 2 - Aggregated revenue for all school bus camera violation cases with flat fees
- Decide on a "flat fee" for court administrative costs and law enforcement costs.
- Determine a unique Jurisdiction Code for each school that tickets will need to be reported on.
- File the cases in JIS using the specific Jurisdiction Code.
- The Create Accounts Receivable (CAR) Screen will remain as created with full amount to RCW which is 100% local.
- For each remittance period (monthly, weekly, etc.), determine the following:
- From the Remittance Summary Report, calculate the total revenue received for School Bus Camera violations for that jurisdiction.
Calculate revenue distribution as follows: The total revenue brought in for the specific BARS code and Jurisdiction Code, minus the "flat fee" court administrative and law enforcement costs, equals the money distributed to the school district. The remainder is retained locally.
Example: BARS Code 354.00.03 for Jurisdiction Code ABC brought in $26,000 during the monthly remittance period. The contract with the school district determined the court administrative costs and the law enforcement costs would be $2,500 each per month for a total of $5,000. Therefore, the revenue of $26,000 minus $5,000 costs would equal $21,000 to be distributed to the school district.
Option 3 - Revenue and costs for individual school bus camera violation cases
- Decide on a court administrative cost and a law enforcement cost per ticket.
- File the cases in JIS using the appropriate Jurisdiction Code.
- The potential accounts receivable will default to the full amount of the fine directed to the RCW.; therefore, the following steps will need to be taken:
- Determine which code to use from the set of Cost Fee Codes established for tracking revenue for a specific school district. (See eService Answer - School Bus Safety Camera Violations for more information).
- Prior to receipting money for any of these cases, change the potential Create Accounts Receivable (CAR) Screen to remove the balance from the RCW, listed the total of the court administrative and law enforcement costs to Cost Fee Code SZZ and the remainder of the fine to the Cost Fee Code determined SZA through SZS.
Example: The contract with the school district determined the court administrative costs and the law enforcements costs will be a total of $25 per ticket. The CAR would be created as follows:
Calculation of revenue distribution: The revenue will automatically go to the correct BARS codes for distribution for each remittance period. No additional calculation required.
